Ethiopia Launches Tax Stamp Expression of Interest

Ethiopia is looking to introduce tax stamps and track and trace for the first time, with the Ministry of Finance issuing a request for expression of interest (REOI) to provide a technology solution for an excise stamp and track and trace system.

Although the REOI does not specify which products will be included in the system, it does mention that, depending on the product category, either labels or direct marking can be used, implying that the system will cover multiple products.

The system is required to include several functionalities: the creation, production, storage, distribution, and authentication of stamps; provision of a web-based ordering system with electronic communication and reporting modules; a method to authenticate the excise stamp through the provision of verification tools; and accounting for the creation, storage, distribution, return, and destruction of excise stamps and key materials.

In addition, the REOI is seeking options to implement a track and trace system.
