Track and Trace Decisions Adopted in Record Time at FCTC Meeting

The Second Meeting of the Parties (MOP2) to the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products concluded a few weeks ago, with some decisions adopted in record time.

In fact, as reported in the daily MOP2 bulletin issued by the Framework Convention Alliance, anyone stepping out for a quick cup of coffee may have felt they had missed an entire session, when in reality only a short amount of time had passed. This was because several decisions had been made so quickly that there had been little time for discussion, which could seem a bit reckless given the technical and sometimes complicated issues associated with the Protocol.

Nevertheless, within the space of an hour, the reports of two working groups (one on track and trace systems and the other on assistance and cooperation) were adopted, after which the discussion promptly moved to implementation assistance strategies.
